Teng lashes out at Hasan

KLANG: Selangor state assembly Speaker Teng Chang Khim has fired a stinging salvo at Selangor PAS commissioner Datuk Dr Hasan Ali, accusing him of nit-picking over issues and attempting to discredit the state’s Pakatan Rakyat leadership.

Teng, who has been under criticism by virtue of him being the assembly’s Select Commit-tee for Competency, Accountability and Transparency chairman, also accused Dr Hasan of telling “blatant lies”.

According to Teng, Dr Hasan’s conduct in recent months had indicated he had been making things difficult for Khalid.

He said Dr Hasan first opposed the appointment of Low Siew Moi as general manager of the Selangor State Development Corporation (PKNS).

He then issued a statement calling on Khalid to explain the allegation that he had used state money to buy cows for his Bandar Tun Razak parliamentary constituency in Kuala Lumpur, and maintain his private vehicle, followed by calls over the sale of beer in Selangor.

“The Selcat criticism is the latest attack.”

Teng said Dr Hasan’s attacks on Selcat were riddled with blatant lies.

“He accused me of saying that Klang district officer Bakhtiar Hussin was ineffective and unfit for his position. I did not say such a thing,” he said.

He said Dr Hasan had initially said retired judges should be appointed as Selcat members. Later, he denied saying so.

“He also said Selcat must be made up of reputable and credible people. Is he saying that the current panel is not reputable and credible enough?” Teng asked.

Teng added that Dr Hasan had not called him even once after criticising Selcat to discuss the issue.

He said Dr Hasan was the first person to call him to discuss the setting up of a coalition government immediately after the general election last year.

“He could call me then but can’t do it now.”

Teng said Dr Hasan did not have sound arguments to support his criticisms.

“He called for Selcat inquiries to be conducted behind closed doors to protect the integrity of the officers being questioned.

“However, integrity needs to be tested and not protected,” said Teng.

When contacted, Selangor senior exco member Teresa Kok declined comment but said a meeting between the state PAS and DAP was being planned to iron out differences.


PAS may take disciplinary action against Shah Alam MP


PETALING JAYA: The tables could have turned on PAS’ outspoken Shah Alam MP Khalid Samad.

The central committee member, who has been calling for action against Selangor PAS commissioner Datuk Dr Hasan Ali over his criticism of the state assembly’s Select Committee for Competency, Accoun- tability and Transparency (Selcat), could now face the party’s disciplinary action himself.

Party sources said the Selangor PAS management committee had decided last Saturday to refer Khalid to the party’s disciplinary committee for making statements which “did not reflect the party’s stand and grassroots sentiments.”

It is learnt that the committee would soon write to secretary-general Datuk Mustafa Ali calling for action against Khalid.

Selangor PAS liaison committee secretary Khairuddin Othman, when contacted, declined to confirm the matter. “But wait and see,” he said.

Khalid had called on Dr Hasan to resign over his recent outbursts against Selcat and over several other issues that was not consistent with Pakatan Rakyat’s stand.

Khairuddin said the potentially damaging statements were being scrutinised. He said the Selangor PAS Youth wing would stand firm behind Dr Hasan who had merely made a constructive criticism to improve Selcat procedures.

Khairuddin also confirmed that Dr Hasan had the firm support of the Selangor PAS liaison committee.

Last night, Khalid told mStar that he stands by the fact that he did no wrong and is ready to face the PAS central disciplinary committee.

Khalid said he did not know if there are any efforts by Selangor PAS to refer him to the disciplinary committee.


Not easy to be rid of this thorn

He may be perceived as a thorn in the flesh of the Pakatan Rakyat in Selangor, but getting rid of Datuk Dr Hasan Ali may not be easy as he represents the dominant conservative faction in PAS.

FOR Pakatan Rakyat leaders to ask their fellow ally, Selangor PAS commissioner Datuk Dr Hasan Ali, to be disciplined or sacked is a case of missing the forest for the trees.

Dr Hasan is a representative and leader of the dominant conservative stream in PAS and removing him would not resolve the issue because his sacking would not end PAS’ hardline policies; others like him are ready to fill the vacuum.

Without a doubt, Dr Hasan is a torchbearer for the conservative movement and that is something DAP and PKR have to come to terms with.

In calling for the sacking of the PAS strongman, they are actually dealing with PAS as a movement and not Dr Hasan as an individual.

Judging from the PAS Muktamar in May, which was organised by Dr Hasan, it was obvious that the conservatives dominate the party when moderates led by Datuk Husam Musa were not elected in the party polls.

It is clear that DAP and PKR, who are PAS’ allies in Pakatan, have no say on which PAS leaders they favour or reject as PAS, a monolithic party based on Islam, would have nothing of it.

Dr Hasan sees himself as the protector and defender of Islam in Selangor and to ask for his dismissal would not go down well with the party although moderates, including Shah Alam MP Khalid Samad, have been openly critical of Dr Hasan.

Pakatan members see Dr Hasan as a potential liability and possibly a Trojan horse in helping Umno regain Selangor because of his background in the government and his outspoken ways.

Jeff Ooi, the DAP Jelutong MP and Chief-of-Staff to Penang Chief Minister Lim Guan Eng, accused Dr Hassan of possibly working with Umno to wrest control of Selangor.

“Nobody will discount the possibility that Hasan will help Umno stage a Perak-like coup d’etat that Najib had openly called for,” Ooi had said.

It is an open secret that Dr Hasan and Umno leaders had met in the aftermath of the general election and Umno, which had won 20 seats, had offered to form a coalition government with PAS, which had won eight, giving Dr Hasan a chance to be Mentri Besar.

But such a move would possibly necessitate a re-election as the PKR had won 15 seats and the DAP, 13 seats.

The bad blood and suspicions between the Pakatan allies and Dr Hasan has since worsened and he is accused of being a “constant interference” in state decisions.

Among others, he was accused of promoting Islamic values, defending the predominantly Malay civil service and having his way on the appointment of senior civil servants.

“He is virtually behaving like the Umno Mentri Besar of Selangor with his constant disagreement with the state government’s decisions,” said a DAP state assemblyman.

“He openly voices his disagreements in the media.

“He refuses to agree to disagree and to toe the line,” he said, citing Dr Hasan’s attack on the Selangor state assembly’s Committee for Competency, Accountability and Transparency (Selcat) as an example.

Nevertheless, getting their way against Dr Hasan is easier said than done not only because PAS will not agree with it but the civil service – both state and federal – would be unhappy.

It is likely that PAS Selangor will walk out of the Selangor Pakatan government if the issue is pursued further as the DAP Darul Aman assemblyman Lee Guan Aik had done in Kedah recently.

An American-educated engineer, Dr Hasan enjoys a unique and special standing in the party, blending western experiences, a US-acquired PhD and long service in the government, before he entered politics.

The Gombak state assemblyman started as a district officer and rose to become the head of INTAN and deputy director of the Biro Tatanegara in the Prime Minister’s Department.

He is a PAS leader who knows the civil service inside out and he feels that his criticisms of the Selcat inquiry (into how District Officers spend public allocation) is justified because the inquiry has turned into a witch-hunt.

“The civil servants look up to him more than even Mentri Besar Tan Sri Khalid Ibrahim,” said an aide to Dr Hasan. “He strongly feels he has to speak up for them.”

Hasan Ali not without support

EMBATTLED Selangor exco member and Selangor Pas commissioner Dr Hasan Ali is not without supporters.

Pas Youth chief Nasrudin Hassan Tantawi said that Dr Hasan was merely voicing his views and that instead of rapping him for it, the Selangor State government and the Committee for Competency, Accountability and Transparency (Selcat) should evaluate the veracity of his comments and judge for themselves whether they should be accepted or not.

“It’s simple. If there’s no truth in his words, just ignore his comments. It should be a non-issue,” he said.

“They (exco members) cannot always be criticising one another all the time. There will naturally be issues of non-acceptance where there are differing views, but the exco should take his comments positively and see whether Selcat needs any improving. There is no need for harsh words or to haul him up for disciplinary action.”

While agreeing that Dr Hasan’s method of criticising Selcat in the media was not the right thing, Nasrudin argued that “the method he used to get his views across and the facts that he stated (on Selcat) are two different things” and called for Dr Hasan’s peers to reflect and evaluate his views first.

It was reported yesterday that Dr Hasan could face disciplinary action from his party for being out of line with the spirit of Pakatan Rakyat.

Another Pas representative who supports Dr Hasan is the party’s deputy president, Nasharudin Mat Isa.

Echoing Nasrudin’s sentiments, Nasharudin said there was no need for disciplinary action to be taken against Dr Hasan, but added that the party would seek an explanation from him for his actions.

He said the party central committee meeting in Seremban tomorrow would discuss the Dr Hasan issue and the Bagan Pinang by-election.

Nasharudin said the party would take necessary steps to resolve the issue, and that there was no question
of Pas leaving Pakatan.

Dr Hasan landed himself in trouble with the exco and drew the ire of his peers from Selangor’s Pakatan Rakyat-led government when he hit out at Selcat, chaired by assembly Speaker Teng Chang Khim, for “grilling” senior civil servants over constituency allocations.

Seperti yang penulis terangkan di artikel sebelum ini, Khalid Samad, MP Shah Alam memang tidak ada nilai pemimpin. Rupa-rupanya beliau juga tidak disenangi oleh pengurusan PAS Selangor dan bakal dihadapkan ke jawatankuasa disiplin kerana menggesa Dr Hasan Mohd Ali meletakkan jawatan.

Biasanya, terdapat isu peribadi, tidak puas hati atau personal vendatta jika seorang pemimpin menggesa rakan politik di dalam parti yang sama supaya meletakkan jawatan. Dan Khalid Samad merupakan salah seorang daripada mereka.

Begitu juga dengan pemimpin-pemimpin DAP Selangor yang becakaran sesama sendiri kerana tidak puas hati dan iri hati. Contohnya ialah di antara Ronnie Liu dan Teng Chang Khim.

Persoalannya, apakah kerajaan Pakatan Rakyat Selangor bakal hancur dan berpecah belah?

PETALING JAYA: Suasana 'panas' politik PAS Selangor kini beralih kepada ahli Parlimen PAS Shah Alam, Khalid Abdul Samad pula apabila Jawatankuasa Pengurusan PAS Selangor mahukan beliau dihadapkan ke Jawatankuasa Disiplin kerana menggesa Datuk Dr Hasan Mohamed Ali meletak jawatan.

Sumber-sumber memberitahu The Star, keputusan itu dibuat oleh Jawatankuasa Pengurusan PAS Selangor, Sabtu lalu.

Dr Hasan adalah Pesuruhjaya PAS Negeri Selangor.

Difahamkan, jawatankuasa tersebut akan menulis surat kepada Setiausaha Agung parti, Datuk Mustafa Ali supaya mengambil tindakan disiplin terhadap Khalid.

Setiausaha Perhubungan PAS Selangor, Khairuddin Othman ketika dihubungi bagaimanapun enggan mengesahkan perkara itu.

"Tapi, anda tunggu dan lihat," katanya.

Khairuddin berkata, jawatankuasa itu juga sedang meneliti kenyataan-kenyataan Khalid yang boleh merosakkan imej parti.

Jelas beliau, Badan Perhubungan PAS Selangor berdiri teguh di belakang Dr Hasan yang hanya membuat kritikan membina untuk menambah baik Jawatankuasa Pilihan Khas Mengenai Keupayaan, Kebertanggungjawaban dan Ketelusan DUN Selangor (Selcat).

Khalid sebelum ini telah mengeluarkan kenyataan menggesa Dr Hasan meletak jawatan berikutan kenyataan-kenyataan beliau yang tidak konsisten dengan pendirian Pakatan Rakyat.

Dr Hasan telah menggesa pengharaman penjualan arak di kawasan majoriti penduduk Islam dan secara terbuka telah mengkritik Selcat berhubung tatacara yang dijalankan terhadap para pegawai daerah yang disiasat bagi mengetahui ke manakah wang peruntukan Ahli Dewan Undangan Negeri sebelum Pilihan Raya Umum 2008 dibelanjakan yang didakwa menghina dan memperkotak-katikkan maruah pegawai-pegawai kerajaan.

Sumber juga menyebut, wujud perbalahan antara Exco Selangor, Ronnie Liu dan pengerusi Selcat, Teng Chang Khim berikutan Liu telah dipanggil menghadap jawatankuasa bagi menjelaskan sebab beliau menggunakan peruntukan tahun ini dalam tempoh tujuh bulan.

Isu Selcat turut dibangkitkan ketika mesyuarat kelab penyokong-penyokong PAS, justeru perkara yang dibangkitkan Dr Hasan itu bukanlah satu isu baru.

Sumber juga menyebut, ramai pemimpin akar umbi PAS kecewa dengan Khalid kerana menimbulkan tanggapan bahawa Dr Hasan adalah pencetus masalah.

Khalid memang diketahui mempunyai hubungan yang dingin dengan Dr Hasan berikutan keputusan Pesuruhjaya PAS Selangor itu menggugurkannya (Khalid) sebagai Timbalan Pesuruhjaya PAS negeri itu beberapa bulan yang lalu.-
